The 8th part of the compendium addresses community development, divided into two main sections: the first focuses on general community development, while the second explores eCommunity development. Each section includes an introduction, definitions, and a case study—one from Djursland, Denmark, on broadband access, and another from Lithuania addressing eIlliteracy.
Part 7 of the compendium presents best practice examples identified and described by project partners. It begins with a definition of best practices and their motivation, followed by how to develop them. Chapter 2 introduces 17 best practices, one from each partner country, concluding with insights and a summary.
The Baltic Rural Broadband Project involved each region creating a strategy study focused on eService opportunities. Short-term goals outline planned actions for two years, while visions are more long-term. Each region conducted a SWOT analysis. The chapters cover broadband availability, intermunicipal cooperation, citizen services, education, business solutions, health sector use, and future eService strategies.
Part 5 of the Broadband Compendium presents technical solutions developed during the project. It begins with an overview of various technologies and their performance comparisons. The main section includes case studies from different partner regions, focusing on testing wireless technologies and solutions for regional networks. It concludes with recommendations for regions planning expansion.
Part 2 of the Broadband Compendium compiles all baseline reports from partner regions, developed during the project as a foundation for further development and planning. The reports cover population trends, economy, infrastructure, cultural developments, and political climate, followed by descriptions of the ICT and broadband situation, relevant strategies, and conclusions.
The use of broadband applications is diverse, encompassing various user groups and services. The Baltic Rural Broadband Project categorizes these groups into five thematic areas, detailed in Part 6, which includes an introduction, key content, and case studies. The areas covered are inter-municipal cooperation, eGovernment support, broadband access in schools, broadband-based businesses, and eHealth.
