Mass privatisation - the rapid large-scale transfer of state-owned assets to the private sector - has emerged as the principle method for addressing the systemic issues of privatisation in transition economies. Several countries have opted for programs to distribute state property to the population at large, and in many cases, the results have been impressive. However, many unresolved issues related to private ownership of enterprises remain. This publication presents the methods of mass privatisation used in economies in transition, in particular the Czech Republic, Poland, the Slovak Republic, Lithuania, Kazakhstan and the Russian Federation. Ten papers describe the process and discuss the results of this implementation as well as the most pressing issues facing policy makers in the immediate post-privatisation period.
