The cannabis industry presents vast economic potential to the Native Tribes of North America, the States, and the nation at large, with the overlapping sovereignty of American Indian Tribes, the States they are situated in, and the Federal Government bringing rise to unprecedented questions of Constitutional law and sovereign power.
