This edition of the U.S. Army War College Guide to National Security Policy and Strategy maintains the structure and approach of the core curriculum at the War College. The fourth edition is presented in two volumes, aligning with the Department of National Security and Strategy's core courses: "Theory of War and Strategy" and "National Security Policy and Strategy." It expands on its predecessor rather than undergoing a major rewrite, with about a quarter of the chapters being new and several others significantly updated, while approximately half remains unchanged. Although not primarily a textbook, it reflects the methods used to teach strategy formulation to future senior leaders. The volumes are not exhaustive treatments of strategic theory or the policymaking process. The first volume begins with general thoughts on war and strategy, addresses the complexities of power, and concludes with specific theoretical issues. The second volume examines the policy/strategy process, explores the strategic environment, and concludes with specific issues. This edition also includes several short case studies to illustrate the primary material.
