Ačkoli chybí mnoho původních japonských dokumentů o špionážních aktivitách, autor se snaží vytvořit přehledný obraz japonských výzvědných složek, včetně příběhů jednotlivých agentů a jejich nadřízených. Kniha popisuje organizaci sítí, špionážní operace, financování, japonský systém šifer a kódů a význam tzv. Magic Summaries.
