When this handbook was published in German in 2000, it received a positive reception, highlighting the renewed urgency of ethnicity and national minority issues in Europe after significant changes. Despite the visible ethnic regional conflicts since 1990, the quantitative dimensions of these groups had been largely unknown. This updated English edition aims to reach a broader European audience as policy decisions increasingly occur at the international level. The main section serves as a reference work, addressing the existence, size, and settlement areas of national minorities across Europe. Supplementary overviews provide insights into the size, linguistic classification, and national categorization of eighty-seven European peoples, as well as the languages and size categories of national minorities. The handbook also examines modern minority protection requirements rooted in democracy and the rule of law, including autonomy, and discusses the development of a European minority protection system, with key documents included in the appendix. Finally, it delves into the right to one’s homeland and the political organization of minorities, emphasizing their importance for effective minority protection.
