In Southern Brooklyn, July 1996, punk kids Bobby Santovasco and Zeke find amusement in throwing rocks at cars, believing it's harmless until consequences arise. Jack Cornacchia, a widower with a high school daughter, Amelia, leads a double life as a vigilante, confronting neighborhood injustices through violence. A mission against con man Max Berry spirals into personal tragedy for Jack. Fast forward to June 2001, just before a pivotal moment in history. Charlie French, an aspiring gangster, discovers a bag of cash in a bowling alley locker and seeks Max's help to hide it while he sorts out the chaos surrounding it. During a recruiting run for Max's Ponzi scheme, Bobby meets Francesca Clarke, a local outsider, and hatches a plan to rob Max's safe for a chance to escape Brooklyn. Unbeknownst to him, Charlie's stash complicates matters. Meanwhile, Bobby's former stepsister, Lily Murphy, returns home after college to teach a writing class at St. Mary's church, where she faces harassment from her ex-boyfriend. One of her students, Jack, becomes involved when Lily confides in him about her stalker, prompting Jack to take action.
