The German Congress on Crime Prevention (GCOCP) is an annual event that takes place since 1995 in different German cities and targets all areas of crime prevention. Since its foundation the GCOCP has been open to an international audience with a growing number of non-German speaking participants joining. To give the international guests their own discussion forum, the Annual International Forum (AIF) within the GCOCP was established in 2007. For international guests this event offers lectures in English language as well as other activities within the GCOCP that are translated simultaneously. This book reflects the outcomes of the 4th AIF (10. and 11. of May 2010 in Berlin) and 5th AIF (30. and 31. of May 2011 in Oldenburg). The articles reflect worldwide views on crime prevention and criminal policy as well as the current status, discussion, research and projects in crime prevention from different countries. Also both the Berlin and Oldenburg Declarations are included, reports about the key findings of both congresses.

The topics range from prevention of juvenile violence, international examples and developments in crime prevention, prevention of school shootings, social capital and community participation to the results from a workshop within the congress "Probation meets Prevention".

To give the international guests their own discussion forum, the 1st Annual International Forum (AIF) within the GCOCP took place June 18 and 19 2007 in Wiesbaden (Capital of the State of Hesse). For non-German guests this event offered five AIF lectures in English language as well as other activities that were translated simultaneously. This book reflects the input and output of the 1st Annual International Forum. Firstly four lectures of the AIF are printed, followed by contributions from participants of the congress. The articles reflect worldwide views on crime prevention as well as the current status, discussion, research and projects in crime prevention from different countries. The topics range from what works in crime prevention, youth and prevention, youth violence, Neighbourhood Watch and corruption. At the end the Wiesbaden Declaration is included, a report about the key findings of the Wiesbaden congress.

Until recently crime prevention has been considered of little importance in the training of practitioners in related disciplines. In Europe there is a lack of opportunities for basic training and professional development. It can be assumed that the demand for qualified specialists and managers in crime prevention will increase. It was the objective of the Beccaria-Center Professional Training in Crime Prevention to work on closing this gap. With the financial support of the AGIS-programme of the European Commission, the project was implemented by the Council of Crime Prevention of Lower Saxony, Germany with eight European partners. This compilation from the involved countries reflects the current situation of qualification in crime prevention. The contributions show that it is necessary to expand basic training and further professional development opportunities in crime prevention. They clearly demonstrate that the demand for high quality and sustainable crime prevention is higher than ever and there is a clear lack of such training offers in Germany and in Europe more widely.

Dieses Buch bietet eine fundierte Auseinandersetzung mit der Forschung zum Rechtsextremismus und richtet sich sowohl an Fachleute als auch an Einsteiger. Durch eine mehrperspektivische Wirklichkeitskonstruktion werden unterschiedliche Perspektiven und Problematiken des Rechtsextremismus beleuchtet, um ein tiefergehendes Verständnis zu fördern und einen breiteren Zugang zum Thema zu ermöglichen. Die Autoren beginnen mit einer kritischen Analyse der Polizeilichen Kriminalstatistik und der Verfassungsschutzberichte von 1987 bis 2000, gefolgt von einer Untersuchung von Jugendstudien zu rechtsextremistischen Einstellungen zwischen 1990 und 1999. Darauf aufbauend wird die 'theoretische Wirklichkeit' des Rechtsextremismus behandelt, wobei zwei bedeutende theoretische Konzepte von Helmut Willems und Wilhelm Heitmeyer vorgestellt werden. Den Abschluss bildet eine kurze Auseinandersetzung mit der 'pädagogisch-praktischen' Realität des Rechtsextremismus im Kontext der allgemeinen Pädagogisierung gesellschaftlicher Probleme. Das Buch regt zum Nach- und Weiterdenken an und zeugt von einem methodisch sorgfältigen Vorgehen der Autoren. Es bietet eine Fülle von Material, das auch für Leser von Interesse ist, die sich nicht mit den theoretischen Vertiefungen befassen möchten.

In westlichen Demokratien häufen sich Fälle von rechtem Terrorismus. Die innere Sicherheit und das Leben von gesellschaftlichen Minderheiten und in der Öffentlichkeit stehenden Personen werden durch vielfältige Formen schwerer Gewalttaten und Terrorakte bedroht. Begründungen für solche Akte verweisen auf althergebrachten Rechtsextremismus, Rassismus, Antisemitismus oder Autoritarismus. Ebenso zeigen sich aber auch neue Erscheinungsformen, die auf Verschwörungstheorien und Ideologieversatzstücken aufbauen. Der Band setzt sich zum Ziel, zur Erforschung des gegenwärtigen Rechtsterrorismus beizutragen. Ausgangspunkt ist die Frage, inwieweit es sich bei aktuellen, nationalen und internationalen Attentaten um „neue“ Formen des Terrorismus handelt. Dabei sollen zum einen die weltanschaulichen, strategischen, kommunikativen, praktischen und operativen Dimensionen des Terrorismus beleuchtet werden. Zum anderen soll auch gefragt werden, ob und auf welche Weise diese Erscheinungenmit trans- und internationalen politischen und gesamtgesellschaftlichen Entwicklungen zusammenhängen. Darüber hinaus stellt sich die Frage, welchen Einfluss ein gesellschaftlicher Rechtsruck mit entsprechenden menschenfeindlichen Einstellungen in der Bevölkerung und abwertender Hassrede im Internet auf dieses Phänomen hat. Insgesamt scheinen die neuen, neu konfigurierten oder modifizierten Formen rechten Terrorismus viel mit einem veränderten Verhältnis zwischen Individuum und Kollektiv, zwischen Einzeltäter und globalem Netzwerk zu tun zu haben.

Hate Crimes, Hassverbrechen oder Vorurteilskriminalität sind Schlagworte, die in der aktuellen Debatte um Rechtsextremismus einen prominenten Platz einnehmen. Marc Coester beschäftigt sich mit eingehender wissenschaftlicher Analyse aus kriminologisch-sozialwissenschaftlicher Perspektive und in dieser Form ein- und erstmalig mit der Entstehung und Entfaltung sowie rechtlichen Verortung des Konzepts der Hate Crimes aus den USA. Er stellt es dem Konzept des Rechtsextremismus gegenüber und zeigt, ob und gegebenenfalls wie es auch in Deutschland fruchtbar gemacht werden könnte. Hierbei wählt der Autor die Methodik der vergleichenden Kriminologie sowie Rechtsvergleichung, analysiert umfassend sieben Dimensionen beider Konzepte (Begriffe, Entwicklungen, (justizielle) Umgänge, statistische und empirische Profile, Theorien und präventiv-pädagogische Modelle) und stellt diese anschaulich und nach aktuellem Stand gegenüber. Im Ergebnis wird umsichtig und eindrücklich dargelegt, wie es gelingen könnte, entsprechende Konzepte von der einen in die andere Gesellschaft zu übertragen.
