This thesis explores effectiveness in public management networks, proposing a theoretical framework to analyze it. It addresses how effectiveness can be assessed, which factors influence it, and the state's role in enhancing these factors. A seven-step guide is provided, along with a weighting scheme for cybersecurity-related factors to optimize resource use and improve effectiveness.
