Vorwort: Nach dem Ende des Ost-West-Konflikts entbrannte eine intensive Diskussion über die Abschaffung der Nachrichtendienste, da man sie im neuen internationalen Umfeld für überflüssig hielt. Diese Dienste waren zuvor entscheidend, um während der nuklearen Systemkonkurrenz Informationen über den Gegner zu sammeln, da das fragile nukleare Gleichgewicht besondere Beobachtungen erforderte. Literarisch wurde diese Situation oft dargestellt, wobei Agenten beider Seiten zur Sicherung internationaler Friedenslagen kooperierten. In der Phase der erwarteten internationalen Zusammenarbeit, die als Ende der Geschichte interpretiert wurde, schien der Bedarf an Nachrichtendiensten zu entfallen. Doch die Realität entwickelte sich anders als erwartet. Mit dem Ende des Ost-West-Konflikts war die Konkurrenz zwischen Staaten keineswegs beendet. Statt einer stabileren Weltordnung wurde die Beziehung zwischen Wirtschaft und Politik komplexer, und immer mehr gesellschaftliche Akteure drängten in die internationale Politik. Kurz darauf wurden in einer scheinbar von einem Staat dominierten Weltordnung asymmetrische Kampfformen verstärkt aufgegriffen, was die Gewalt und Komplexität der neu entstehenden internationalen und transnationalen Ordnung erheblich beeinflusste.
