An economic and military superpower with 20 percent of the world's population, China has the wherewithal to transform the international system. Xi Jinping's bold calls for China to "lead in the reform of the global governance system" suggest that he has just such an ambition. But how does he plan to realize it? And what does it mean for the rest of the world? In this compelling book, Elizabeth Economy reveals China's ambitious new strategy to reclaim the country's past glory and reshape the geostrategic landscape in dramatic new ways. Xi's vision is one of Chinese centrality on the global stage, in which the mainland has realized its sovereignty claims over Hong Kong, Taiwan, and the South China Sea, deepened its global political, economic, and security reach through its grand-scale Belt and Road Initiative, and used its leadership in the United Nations and other institutions to align international norms and values, particularly around human rights, with those of China. It is a world radically different from that of today. The international community needs to understand and respond to the great risks, as well as the potential opportunities, of a world rebuilt by China.

Pansy Beat
- 416 pages

"Pansy Beat was a short-lived fanzine published by Michael Economy in New York from 1989-1990, totaling five quarterly issues. Each issue's 50-some black-and-white pages documented the exuberant downtown gay and drag club scene of that era and included one free condom. The zine offered a glimpse into an exhilarating alternative universe during the darkest years of the AIDS crisis. This book celebrates Pansy Beat's brief but influential life including a reprinting of all five issues in their original format, previously unseen photographs by staff photographer Michael Fazakerley, new full-color artwork by some of the original contributors, plus new essays and interviews."--Back cover.

U.S.--India Nuclear Cooperation: A Strategy for Moving Forward
- 28 pages
- 1 hour of reading
This Council Speical Report concludes that if Congress does not approve the U.S.-India nuclear deal, " it would have a real and negative effect on the bilateral relationship." Congress should adopt a two-stage approach, formally endorsing the deal's basic framework, while delaying final approval until it is assured that critical nonproliferation needs are met. " Patience and a few simple fixes would address major proliferation concerns while ultimately strengthening the strategic partnership, " says the report. The authors, Michael A. Levi and Charles D. Ferguson, both Council fellows for science and technology, argue that " the Bush administration has stirred deep passions and put Congress in the seemingly impossible bind of choosing between approving the deal and damaging nuclear nonproliferation or rejecting the deal and thus setting back an important strategic relationship." But this is a false choice, they argue. Levi and Ferguson advise Congress to " reserve the bulk of its political capital for a handful of top-tier objectives. It should focus on preventing Indian nuclear testing, and fundamental changes in Indian nuclear strategy, rather than on blocking simple growth in the Indian nuclear stockpile. It should prioritize obtaining cooperationnot only from Indiain controlling the spread of sensitive nuclear technologies, over measures that would shape the development on nuclear technology in India itself."

On nuclear terrorism
- 224 pages

Nuclear terrorism is such a disturbing prospect that we shy away from its details. Yet as a consequence, we fail to understand how best to defeat it. Michael Levi takes us inside nuclear terrorism and behind the decisions a terrorist leader would be faced with in pursuing a nuclear plot. Along the way, Levi identifies the many obstacles, large and small, that such a terrorist scheme might encounter, allowing him to discover a host of ways that any plan might be foiled. Surveying the broad universe of plots and defenses, this accessible account shows how a wide-ranging defense that integrates the tools of weapon and materials security, law enforcement, intelligence, border controls, diplomacy, and the military can multiply, intensify, and compound the possibility that nuclear terrorists will fail. Levi draws from our long experience with terrorism and cautions us not to focus solely on the most harrowing yet most improbable threats. Nuclear terrorism shares much in common with other terrorist threats--and as a result, he argues, defeating it is impossible unless we put our entire counterterrorism and homeland security house in order. As long as we live in a nuclear age, no defense can completely eliminate nuclear terrorism. But this book reminds us that the right strategy can minimize the risks and shows us how to do it.
