In 1999, the European Union appointed its first High Representative for Common Foreign and Security Policy (CFSP) as part of an effort to provide Europe with a more pronounced profile and greater voice in world affairs. This book undertakes the first systematic examination of this important office within the framework of CFSP governance. By considering the topic from various perspectives, it explores the ways in which the first appointee to the position, Javier Solana, shaped and expanded the role of his new office. The articles examine the structures and services that Solana put in place as well as his at times contentious relationship with other central players in CFSP. They also investigate what international role Solana sought for the EU and where he placed his political and regional priorities. Solana’s accomplishments are the standard by which his successor will be measured now that the office has been fundamentally enhanced through the Treaty of Lisbon.

Europe„s Foreign, Security and Defence policy (CFSP/ESDP) has developed in recent years with speed of light (Solana). Two contributions of the book analyse the present state of the European Union“s capacities to act on the international stage. With the 2004 enlargement, however, new countries with new external priorities and orientations have joined the EU. In order to evaluate their possible influence on the future of CFSP and ESDP, experts from some of the new member states discuss their countries„ commitment to the integration project of strengthening the EU“s external role. The impression prevails that the newcomers favour a “pro European Atlanticism” in order to meet the European as well as the American expectations. Furthermore, their major concerns in Foreign policy are addressing Russia. Will these options weaken the EU"s Foreign, Security and Defence policy or rather lead to new chances and strength?

Der Band analysiert die tradierten Positionen und Zukunftsperspektiven, die ausgewählte Mitgliedstaaten zur Außen- und neuerdings auch zur Sicherheits- und Verteidigungspolitik (GASP und ESVP) der Europäischen Union entwickelt haben. Um die präjudizierende Bedeutung dieser einzelstaatlichen Konzeptionen erfassen zu können, muß Klarheit über die Rolle der Mitgliedstaaten in der Gemeinsamen Außenpolitik herrschen. Daher analysiert der erste Beitrag das derzeitige GASP-Entscheidungssystem, wie es sich nach den Beschlüssen des Europäischen Rats von Nizza darstellt. Es folgen sechs Beiträge, die aus der Sicht Deutschlands, Großbritanniens, Finnlands, Schwedens und Österreichs, der Niederlande, Italiens und Frankreichs Gegenwart und Zukunft der GASP und ESVP erörtern. Der abschließende Beitrag bietet einen detaillierten Bericht sowie eine vorläufige Bewertung der einschlägigen Beschlüsse des Europäischen Rats von Nizza. Der Band will den Stand der heutigen außen- und sicherheitspolitischen Integration erfassen und zur Bestimmung der künftigen Rolle der EU als Akteur der Weltpolitik beitragen.
