Die Durchsetzung internationaler Menschenrechtsnormen in den Ländern des Südens hängt davon ab, ob es transnationalen Nicht-Regierungsorganisationen (NGOs) und gesellschaftlichen Gruppen im Innern der betroffenen Staaten gelingt, autokratische Regime »von oben und von unten« unter Druck zu setzen. Internationaler Druck auf menschenrechtsverletzende Staaten seitens der westlichen Welt und internationaler Organisationen führt dann zum Erfolg, wenn er diese gesellschaftliche Mobilisierung fördert.
