On behalf of the organizing committee, I extend a warm welcome to the conference in Tulsa, August 2003. The program features presentations from distinguished experts and significant contributions on state-of-the-art research, providing insights into "Current Innovations in Intelligent Systems Design and Applications." Building on the success of ISDA'02, held in Atlanta with participants from over 25 countries, ISDA'03 promises a rich program from August 10-13, 2003. Key themes include architectures of intelligent systems, image, speech and signal processing, internet modeling, data mining, business and management applications, control and automation, software agents, and knowledge management. Hosted by the College of Arts and Sciences at Oklahoma State University, ISDA'03 is technically sponsored by several prestigious organizations, including the IEEE Systems Man and Cybernetics Society and the World Federation on Soft Computing. The conference received 117 technical paper submissions from over 28 countries, along with 7 tutorials, 3 special technical sessions, and 1 workshop proposal, showcasing the global interest and engagement in this vital field.
