The 10th ACIS International Conference on Software Engineering, Artificial Intelligence, Networking, and Parallel/Distributed Computing (SNPD 2009) took place in Daegu, Korea from May 27–29, 2009, alongside the 3rd International Workshop on e-Activity (IWEA 2009) and the 1st International Workshop on Enterprise Architecture Challenges and Responses (WEACR 2009). This event aimed to unite researchers, scientists, business professionals, educators, and students to explore various computer science fields and exchange ideas meaningfully. The conference officers selected the best 24 papers from those accepted for presentation, based on review scores from the program committee, which underwent further rigorous review. Chapter 1 features Igor Crk and Chris Gniady's proposal for a network-aware energy management mechanism that significantly reduces energy consumption while maintaining the responsiveness of local interactive workloads. Their dynamic approach minimizes decision delays before disk spin-ups, decreases erroneous spin-ups in local workstations, reduces network bandwidth, and lowers the energy consumption of individual drives. Chapter 2, by Yoshihito Saito and Tokuro Matsuo, discusses a task allocation mechanism related to software development, presenting simulations and analyzing results to identify effective task allocation strategies.
