The UNESCO Convention on the Diversity of Cultural Expressions has been legally binding for the Federal Government, the Länder (states), cities, and local governments since ratification by the Federal Republic of Germany in March 2007. This version 1.0 of the White paper is a project of the Federal Coalition for Cultural Diversity, and was compiled by more than sixty experts. It contains six thematic chapters. Each chapter concludes with political recommendations for action for German and European cultural policies; for cities and local governments; for international co-operation; for the independent culture and creative economy; for media diversity; and for cultural education. In each of these areas of action, the following measures are needed to implement the objectives of the Convention: public and institutional awareness-raising, the education and training of relevant professional staff including management, inter-diciplinary research and knowledge-sharing, and empirically supported monitoring of the frameworks for cultural diversity
