What has changed since the terrorist attacks of 9/11? Certainly our view of threats has – what and whom we perceive as threatening. But threat perceptions and threat images, and especially enemy images, also frame our interpretation of events and issues and thereby restrict policy choices seemingly available to us. The analysis of threat perceptions in their various forms is therefore an important avenue, not only for our understanding of how policy is shaped by them, but also for offering ways to improve policy.
