In many countries, a focus on expanding road-based transportation has led to increased individual car traffic, resulting in higher road demand and negative external effects on urban living and working conditions. In the past decade, particularly in the MENA region, municipalities have sought to curb car traffic growth and promote environmentally-friendly mobility concepts. However, many of these initiatives, while ambitious and innovative, have often been implemented in a fragmented manner. Research conducted during the Young Cities project, part of the BMBF-funded Megacities program, examined the urban transport sector in the MENA region, with a specific focus on Iran. Findings indicated a lack of coordination between the Urban Transportation Masterplan and public transport operators in Iran. This publication analyzes the Local (Public) Transport Plan, a tool used globally to establish quality and service standards for urban public transport. It also explores the Iranian urban transport planning system and offers recommendations for adapting this tool to better suit Iranian conditions.
