Human trafficking has evolved into a significant transnational organized crime that poses a serious threat to human dignity. Addressing this issue requires international cooperation and effective measures. Eurostat's “Executive summary” highlights the urgent need for improved investigation, prosecution, and conviction of traffickers, emphasizing that the primary goal must be to end human trafficking. Implementing the HT-Directive should be a top priority for governments. In Germany, this means enhancing legislative efforts in collaboration with the Bundeskriminalamt and police authorities to meet HT-Directive objectives. Victim rights must also be strengthened, as advocated by NGOs. Since signing the UN Convention against Transnational Organized Crime, Germany has faced challenges in implementing effective measures, with ongoing political disputes hindering progress. To date, Germany has not met minimum standards for implementation. The government has announced plans for further work on the HT-Directive in the upcoming legislative period. A key recommendation is to establish a National Referral System similar to Austria's model. Additionally, Germany should appoint a National Rapporteur to facilitate better cooperation with EU member states and institutions. These changes must include revising the German penal code to enhance communication and coordination among all parties involved.
