Governance of rice production under climate change in northern Vietnam

Rice production is crucial for Vietnam's food security, rural employment, and foreign exchange. However, it faces significant threats from climate change, including sea level rise and extreme weather events, prompting the need for effective governance strategies. This research explores adaptation strategies for climate change while also addressing non-climatic factors that can strengthen governance structures in rice production. It includes three empirical studies: (1) a case study on the "large-scale field" policy; (2) a behavioral experiment on self-governance and irrigation rules; and (3) a qualitative analysis of local responses to extreme weather events. Findings indicate that successful responses to extreme weather can be enhanced by measures that reduce rice production's sensitivity to such events or improve information dissemination during crises. Effective governance under climate change should align with rice production characteristics, promote biodiversity, involve farmers in resource allocation, and leverage their knowledge and experience for cultivation and climate adaptation.
