A notable issue is the shortage of skilled workers, highlighting a central challenge for the knowledge society in rural settings. The theoretical distinctions among dimensions often blur in practice, as economic innovations depend on social learning and bridging institutions. Both rural and metropolitan areas face competition and selection processes, leading to key challenges for rural regions. Spatial planning's contribution lies in raising awareness of spatial interrelations, organizing transformations, and guiding implementation while considering the diverse interests of regional act
