The decisions taken in the early 1850s by the governments of the Deutscher Bund in favour of cencorship-free press policy, the legislation associated with this step and the bureaucratically organized propaganda instruments that emerged in the aftermath of the events of the year 1848 still represent the root source of present-day press legislation and public relations work in the Federal Republic. The present study examines chronological and methodical aspects of this development towards an essentially modern form of state press policy and propaganda in the decades following the 1848 revolution.
