Communication Network and Service Management has traditionally focused onapproaches that can be applied within a management domain. In a world with arelatively small number of large providers, offering end to end services to customersacross complex internal networks and only interconnecting with third party providersin relatively simple, statically defined ways, this made a lot of sense. However, themulti-mode, loosely-coupled, user-centric nature of modern communications andservices and the diversity of operator business models ensure that modern end-to-endservice provision frequently crosses heterogeneous management and administrativedomains. Thus, it is agreed that management approaches that can be applied acrossorganisational boundaries to enable federated management are increasingly importantin a wide range of application areas. It is also widely agreed that, despite its many successes, the current Internet also hasa set of systemic problems, ranging from an upcoming shortage of IPv4 addresses toinsufficient security. However, the lack of scalable and agile manageability is arguablymore important, as without management, it is impossible to build systems that adaptthe services and resources offered in a context-dependent manner. Regardless ofwhether a clean-slate or a more modest evolutionary approach to manageability of theFuture Internet is being considered, work must begin in earnest towards addressingthe many aspects of managing resources and services in the Future Internet. There are many common challenges and common approaches that can be undertakenin these two emerging areas of management of federations and management of futureinternet, and for this reason the organising committees of the workshops decided topublish the proceedings of each workshop in this one volume. The First IFIP/IEEE Workshop on Managing Federations and CooperativeManagement (ManFed. CoM 2011) and the Third IFIP/IEEE International Workshopon Management of the Future Internet (ManFI 2011) were held in Dublin, Ireland, on the 23rd and 27th May, as an integrated part of the 12th IFIP/IEEE InternationalSymposium on Integrated Network Management (IM 2011).
