Astaroshe and Abel present their case to the Diwan, while Ion and Esther get lost in the city. They meet a strange young tea-seller named Seth, and have a run-in with Dietrich's vampire zombie soldiers, one of whose victims reveals that Radu may be alive ... just as the man himself appears before Abel and accuses the party from the west of conspiring to assassinate the Empress.
