Development plans should involve an inclusive process which balances provision for the socio-economic needs of the local community with protection of the environment and the sustainable use of resources. This publication provides information on best management practice how to prepare, manage and implement development plan projects in relation to England. It contains guidance on each step of the process including: an introduction to the plan process; advice on determining the plan's purpose and content; approaches to the management of the project and promoting community involvement; and the current statutory plan process. The guide looks forward to the preparation of Local Development Frameworks as proposed in the Planning Green Paper.
