Chaos erupts in Freedom City when a cat burglar steals a thermo-nuclear weapon from a terrorist burlesque show. Captain Capone and his "Freedom Security Squad" are tasked with retrieving the bomb, leading to a citywide lockdown. The weapon falls into the hands of Doctor Rotten, a nuclear physicist aiming to dismantle it, but it is soon stolen again by a cult of sentient rodents seeking to overthrow humanity. The race against time begins to prevent disaster and restore order in a city on the brink of annihilation.
