Exploring the link between diamonds and civil conflicts in Africa, this work delves into the Kimberley Process Certification Scheme (KPCS) and the conditions that enabled its creation. It identifies five key factors that facilitated international cooperation on conflict diamonds: inclusivity in negotiations, the role of transnational networks, credible threats and commitments, and the self-enforcing nature of the KPCS. The analysis extends to the Arms Trade Treaty negotiations, highlighting that effective international cooperation requires comprehensive involvement, information sharing, and a collective willingness to act.
