Born in Ontario, he was educated in Ottawa and at Trinity College, later teaching at the Ontario School for the Deaf. His career included lecturing at Trinity College and working as an associate editor for the Sydney Morning Herald in Australia. Parker traveled widely across the Pacific, Europe, and northern Canada, gaining recognition in London during the early 1890s for his romantic fiction.
