This analysis reveals how North Vietnamese leaders effectively manipulated public opinion, highlighting their insensitivity to the impact of America's bombing campaign, Operation Rolling Thunder. The findings suggest that this lack of responsiveness contributed to the campaign's failure to persuade Hanoi to cease its support for the insurgency in South Vietnam.
