Ungoverned Territories: Understanding and Reducing Terrorism Risks

Focusing on ungoverned territories worldwide, this work analyzes eight case studies to identify the conditions that foster environments for terrorism and insurgency. The authors propose a two-tiered framework to understand these dynamics and develop strategies aimed at enhancing U.S. capabilities to address the security threats posed by such regions. Through their insights, they aim to improve national security measures in response to the challenges presented by these ungoverned areas.
