ROBERT LOCKWOOD is a former Washington lobbyist whose firm represented many institutions as well as Fortune 500 companies. Earlier, he was Counsel to the US Senate Judiciary Committee after retiring as an Army Colonel, working as Defense Secretary Caspar Weinberger's chief speechwriter and editorial director. He was also Deputy Special Arms Control Adviser to President Ronald Reagan. A civil engineer by training, he was educated at Columbia, the Sorbonne, New York University law School and earned a Ph.D. from George Washington University. He has been an adjunct professor at George Washington University, Harvard and Kansas University. A widower since 2008, he lives and writes in Williamsburg, Virginia, and on Hutchinson Island, Florida.
