Leiter der Kommission ist der 1933 aus Deutschland emigrierte Designexperte Nikolaus Pevsner. Die Edition von Anne Sudrow macht den sensationellen Quellenfund in englischer Sprache erstmals der Öffentlichkeit zugänglich. Der Bericht gibt Aufschluss über bekannte und unbekannte deutsche Designer und die Praxis der Produktgestaltung kurz nach dem Ende des Nationalsozialismus. Er widerlegt den Mythos von der »Stunde Null« des deutschen Designs - in Teilen hielten es die Briten für wegweisend. Aus Perspektive der Siegermacht gewährt der Bericht Einblick in die Entwicklungsabteilungen der deutschen Unternehmen. Zugleich gibt er Zeugnis von der frühen Arbeit des britischen Council of Industrial Design, des Vorbilds für den westdeutschen Rat für Formgebung.
