The Governor of California has recieved a terrorist threat, signed by the radical offshoot of a legitimate environmental pressure group demanding a freeze of the building of a new power plant on the West coast. If this demand is not met, the group threatens to trigger an earthquake in exactly four weeks time. An FBI expert warns that the individual behind this threat is sane, capable and serious.
