What doctrine of force employment to face the terrorist threat in Africa? The terrorist threat is spreading exponentially in Africa. In Somalia, the Alshabab militia retains a capacity for harm and continues to maintain chaos despite 13 years of AMISOM intervention under Chapter 7. This situation has led to the proposal of a doctrine of force employment to better address the terrorist threat in Africa, particularly in Somalia. To achieve this, the work analyzed two strategic options: the option of limiting terrorist financing and the option of strengthening national ownership aimed at increasing the role of national institutions in this struggle. This study recommends that national actors take the lead, take ownership of the process, and involve partners in the search for lasting peace.
