This paper analyzes the impact of regional tariff commitments in Africa on non-tariff trade barriers. It finds that while tariff overhangs have increased, they do not correlate with import regulations overall. However, larger intra-African tariff overhangs significantly raise the likelihood of implementing sanitary and technical measures, highlighting the need for coordinated non-tariff provisions in future integration efforts.
