Set in AD 180, the story follows Quintus Suetonius and his stepson Manius, who serve as frumentarii, the secret police of the Roman Empire. Their mission in Britannia leads them to ally with the cunning spy Tita Amatia, plunging them into a web of deception and assassination. As they navigate from the vibrant Londinium to the treacherous North, they face tribal rebellions, personal ambitions, and complex loyalties, becoming unwilling participants in a fierce power struggle within the Empire.
