More about the book
An IRA bomb goes off on 5/20/96. Molecular biologist John Roe O'Neill's wife & children are killed. Driven insane by loss, he plans genocidal revenge, creating a plague that kills women. He releases it in Ireland for supporting terrorists, in England for oppressing the Irish & giving them a cause & in Libya for training said terrorists. He demands governments deport all citizens of those countries, quarantine those countries & let the plague run its course, so they'll lose what he's lost. If they don't, he's more plagues to release.
