Two years later, his predictions were borne out by the rise to power of a series of political outsiders whose economic nationalism and authoritarian tendencies threatens to destabilise the entire international order. Ve druhé knize s podtitulem „Od průmyslové revoluce po globalizaci demokracie“ sleduje Fukuyama historický vývoj institucí moderního státu a jejich selhávání za období od Francouzské revoluce až po současnost. Páteř knihy tvoří analýzy historie klasických moderních států (Británie, Německo, Francie, USA) z hlediska vývoje jejich institucí, korigovaných mechanismy právního řádu a demokratické odpovědnosti. Z těchto analýz pak vychází rozbor historie politického vývoje dalších zemí různých kontinentů: od zkoumání Řecka a Itálie jako protipólů již zmíněných evropských států přes bizarní vývoj různých zemí Latinské Ameriky, dále vybraných afrických států (zejména Keni, Tanzanie a Nigérie) a nejvýznamnějších východoasijských států (Japonsko, Čína a Indonésie). Autor rovněž analyzuje vývoj a odkaz kolonialismu v Latinské Americe, Africe i Asii a pokouší se vysvětlit, proč se některým regionům dařilo a rozvinuly se rychleji než jiné. Velmi podrobná je studie historie a perspektiv Číny a zejména Spojených států, jež jsou díky důkladné dokumentaci a četným analýzám pro podobné zkoumání jedinečným laboratorním materiálem.
